IT 服务提供商是你付钱让它把你现有的 IT 维持运转的公司。网络、工位、服务器、云租户、备份、身份、补丁，以及一个你的员工可以打电话求助的服务台。在德语市场，同一类公司叫 IT-Dienstleister 或 Systemhaus；在国际上通常叫 managed service provider（MSP）。商业形态是带 SLA 的服务合同：响应时间、可用性目标，以及按工位或按设备计的月费。

**这和软件开发公司是两门不同的生意。** 混淆是可以理解的，因为两者都是"你付钱的外部 IT 人员"。区分它们的是交付物。IT 服务提供商按可用性衡量：已经存在的东西继续运转。 [软件开发公司](/zh/glossary/software-agency/) ，也被搜索为软件服务提供商或 Softwaredienstleister，按交付衡量：此前不存在的东西现在跑在生产环境里。一个负责让灯亮着，一个负责把房子建起来。

合同类型的差别也源于此。托管 IT 建立在持续服务合同上，是一种附带可用性承诺的努力义务。定制软件交付自然建立在 [Werkvertrag](/zh/glossary/sow/) 上，是一种结果义务。比较两者的日费率没有意义，因为你买的不是同一种承诺。

超过一定规模后，大多数公司两者都需要，来自两个不同的供应商。这是正常健康的状态，不是采购失误。把"定制软件开发"作为副线的 Systemhaus，通常用与其托管服务主业完全不同的方式配置这条线，这一点值得直接问清楚。

**在软件项目中何时重要。** 写需求说明的时候。如果你请 MSP 构建产品，你通常会得到一个来自运维文化的小团队，按小时计费，为稳定性而不是为找到 product-market fit 而优化。如果你请产品型开发公司运维你的服务台，最好的情况是得到一个礼貌的拒绝。

**买方常犯的错。** 把同一份招标发给两个类别，然后并排比较答复。这些提案不可比：一个报的是每工位可用性，另一个报的是一个范围。先决定你买的是哪种交付物，然后在该类别内做短名单。

### Systemhaus 和软件开发公司有什么区别？

Systemhaus 卖的是 IT 运维：硬件、许可证、基础设施、托管服务和支持，通常带有它所转售厂商的认证。软件开发公司卖的是定制软件交付。有些 Systemhaus 把软件开发作为副线，配置方式与其运维主业完全不同，所以要问清楚究竟谁来写你的代码。
