Product discovery when the user is not the only stakeholder.

If the real workflow cannot be understood remotely, yes. We scope on-site interviews or observation as a paid add-on. The purpose is product evidence, not a ceremonial site visit.
The CPO decides product outcomes and priority. The Fractional CTO Linz owns technical architecture and delivery. The decision must be shared, but the accountabilities should not be blurred.
